China has long faked all numbers they publish. They literally paint mountainsides green to fool satellites and get green subsidies [1] [2]. I can't find the article on it now, but they had fields of fake solar panels too. The only figure coming out of China that can be believed is externally measured emissions, and the number continues to go up at an incredible rate [3].
