What I've always done is just not connect it to the internet during the install process. I imagine this has implications for Rufus and tiny11, but... It's more annoyance than anything else. If you knew enough to use the command (or look up a tool/installer that makes use of the command), you likely already know or will be quick to find the install without internet workaround.
