Is is a big concern that these providers are not spec compliant?

  In so much as every client now has to write custom code for every provider, yes. That's a massive maintenance burden, and a massive pain for customers when their preferred OAuth provider isn't supported by random clients. This is pretty much the whole point of having specifications in the first place.
