I am not a lawyer, but I'm pretty certain that a plan like this is blatantly unconstitutional. Harris knows this too, and knows it will never happen, but it may buy a few votes in the meantime. To be sure, I'll vote for her anyway, because it's not as batshit crazy (or dangerous) as many of her opponent's plans.
