If you are hiring a lot of people on the regular, sure, you'll probably have a good idea what reasonable is. If you only hire once in a while, and especially if you are trying to hire for the first time, it is impossible to know what is reasonable until you start talking to people. And in the typical case you're not going to be able to talk to the right people until you put out an ad compelling them to talk. Perhaps you can pick at random to get the ball rolling, but your random selection probably won't be what anyone else will consider reasonable.
