The fermi paradox seems like its all about answering this question as if intelligent life: 1) took a similar path has humans 2) is happening roughly now (instead of say 1 billion years ago) But even if there are thousands of space faring civilizations, they may have millions of years of figuring out cloaking technology so advanced that it's not even the crappy things we think are UFOs. Or perhaps they skipped tons of technological advancement altogether because their default biology gave them borg like communications from birth. - No need to entertain each other with "I love Lucy". Perhaps because of this they Einsteined it straight to space ships that don't need exhausting propulsion systems. Perhaps they're also extremely tiny. Fermi relies too much on finding other humans imo.
