From the article, I don't see Mozilla saying they don't want to comply with the technical requirements, just that they don't want to maintain two versions of Firefox for iOS (one Webkit, one Gecko). I think that is a fair complaint. It's a financial burden to maintain two versions that Apple is imposing on them.
