To be fair Chinese government does encourage Chinese companies manufacturing/investing abroad (https://en.wikipedia.org/wiki/Go_Out_policy https://en.wikipedia.org/wiki/Go_Out_policy). From companies' perspective the issue is always high cost (compare to China) and lack of experience. (BTW the tech industry is not destroyed by any means. Since the goal at that time was anti-monopoly...it did limit the market power of top players though hard to tell its net utility)
