Vanguard's website has always been a mess, to be honest. It's really hard to figure out how to do some basic stuff like transfer money. I figure their website is so bare bones because it reflects their low cost ETFs. They'd rather have a crappy website and cheap ETF's than a fancy website with slightly higher cost ETFs.
