I think this is a misunderstanding of the recommendation. When you're just getting started on something new where the ROI is going to be minimal, it makes sense to not put a ton of effort on perfecting when you do not have a clear understanding what people want/need. After you have a sense of what people are consuming, and therefore have some measure of an ROI, it may make sense to focus on repeating what worked.
