Enemy combatant was a designation invented by the Bush administration to avoid the requirement to treat War on Terror prisoners as would be appropriate to either soldiers or civilians. I don’t think the term existed in the Vietnam era but if it did it wouldn’t apply to NVA/VC forces operating out of Cambodian territory.
