you dont need CS degree to be employed as software engineer or consult, you need law degree / license or what have you in US or anywhere else to practice law never said lawyers work only 1 or 2 hours on a case, but still imho lawyers consulting for 1 hour is much more common than software developers consulting for 1 hour.
