At least as a foreign language learner, it's not possible to reliably identify initial, final, and tone from the Hanzi alone (although certain patterns do emerge). Transliterating Kazakhstani Cyrillic to a Latin alphabet won't change the underlying information available in the characters, it will only change the way the characters are being presented. No detail lost. That being said, I am wistful of the change.
