  Tangential (doesn't directly address or refute your point), but I found it interesting that while most of this bill's sponsors are Democrats, three of the (5?) Republican sponsors, Kennedy, Graham and Collins, also voted in favor of the 2nd railroad worker related bill which would have mandated paid sick leave. Almost every Democrat in both houses also voted for that bill, and almost no Republicans did; it ultimately failed as it couldn't overcome a Senate filibuster. Almost as notable is that Manchin is a sponsor of this bill but was the sole Democrat in the Senate to vote down paid sick leave.
