I would be extra careful about the "billions" of social fraud in France. Wikipedia make a difference between the shortfall due to unpaid contribution (undeclared work for example) and the loss due to benefit fraud. Different figures are given but it looks that most those "billions" are in fact shortfall and not benefit fraud.
