70% of the people in current Bundestag have finished University and another 15% some other colleges. 5% studied without finishing. With a clear upward trend in those numbers each legislature period. I'd consider that a high enough number for people representing society. Thought technical degrees are sadly rather low (don't have exact numbers, but seem to be around 10% of those with degrees).
