This makes me chuckle a little because Inkscape is the refinement! There used to be windows all over the place when it was still sodipodi. My understanding is that in this particular case, it's built in a very modular way. E.g. it uses an embedded version of potrace to do autotracing. It's hard to make a good and consistent UI when you're unifying so many pieces.
