Actaully, yes. They could replace the content of the page with a message box containing the page's title and URL, and a "click to reload" button.

- kroltan 5y agoIt seems this could be accomplished by extensions - at the very least for tab-related requests, as far as I know - since uBlock Origin has a setting that holds every request until it can update the filter lists.
