I wouldn't assume the phrase is casting a value judgement. I hear the phrase from time to time in aviation. "Have to sell the first plane" / "Doesn't pass the WAF" / "Wife thinks owning two planes it too expensive." I have no reason to believe these folks are not in a loving relationship. Nothing to do with intelligence.
