Accepting feedback is a skill, and a manager has to deal with vastly different skill levels in the people they provide feedback to. The manager's manager also has to be supportive. I had a manager once who, when one of my directs complained that I was "mean", told the direct that I shouldn't have been so direct. This undermined my ability to give direct feedback, and deprived my employee of the opportunity to practice the skill.
