Anecdotally in our area I've seen this, with high speed crashes in pedestrian areas (residential and small city streets) where the speeds were grossly inappropriate. In one case I recall the driver was sleep deprived; another was drag racing. Drag racing seems much more common in the entire region than I ever remember before.
