However, e.g. in Germany, that's only possible if the contractors work independently and have more than one customer long-term.
I guess someone will notice eventually?

Government finally found out several years ago, that there is a new non-significant class of well-earning people - IT contractors - that can be legally milked by abusing laws, created ostensibly to 'protect' the weak.
