My main question is whether the system makes it highly impractical to look for 1 to a small number (let's say 5) newly introduced images. We have the secret sharing threshold, how easy is it for the server to change this on the fly? Putting aside the principle for a moment (personally I don't like this because it's a cop in your phone, full stop), if we want to practically prevent government abuse to look for leakers (or whatever category you prefer) then it's helpful if Apple can't reasonably comply with an order to find someone who has just 1-5 specific images.
