- tremon 5y agoWhy do you immediately conclude it hasn't? Far more likely are these factors: - education reaches only a small part of the population - condoms are unavailable - condoms are too expensive
- mkr-hn 5y agoDon't forget well-justified suspicion of westerners based on horrible and not too distant history.
