Sure, but you always have to ask, to what degree? If it is more prevalent than in other societies then you can definitely call it a phenomenon.

- srtjstjsj 6y agoIt's pretty well correlated to wealth inequality. The more wealthy cheaters there are, the more the masses are pro-cheating for themselves.
