As a Canadian, I would say that if Huawei was not selected due to issues relating to national security -- then why not take some time to setup a crown corporation / Government-owned company and have them develop indigenous hardware/software for 5G networks? I am sure if Canadians can develop their own smartphones, space mission components (Canada arm) and airplanes, they can develop 5G network equipment.

things move slow in government that would take like probably 15 years, and in the mean time every other nation would have an advantage of 5G.

Starting from scratch would mean we would have 5G when everyone else is upgrading from the "old, outdated" 5G technology.
