Well, unless you have a vaccine, the virus does all of the work for you. Also, you can't really leave a country now anyway, and even if you could, the virus would be at the destination. The herd immunity is not really something that you do but more of an unavoidable side effect. I'm not sure that we have much of a choice now that we are well beyond the point of containment.
