Judging by the massive growing homeless encampments everywhere I don't think it's really theory anymore. Where I live they have started drilling into trees to set anchor points for clotheslines down by the river, and even have setting up semi-permanent shanty structures out of scrap 2x4s and plywood. TB is a common problem. Everyone bathes in the river. The USA is looking more and more like Brazil or Saudi Arabia every day. Great times for a select few, shantytowns (or concentration camps) for the rest. At some point that breaks down, regardless of how much you spend on police.
