China has no interest to become global only regional. Only white people (aka colonists) think that China will take over the world. The Tibet and uigher issue is non relevant since they can be integrated into Han society. The uigher one is a bit more complex since they are Muslim, but that is more cultural than racial. The Chinese have no interest in integrating black or white people into Chinese society. In terms of spheres of influence the Chinese rarely moralize and really just leave you alone if you can do business with them.
