The book "Comparative Emergency Management" (https://training.fema.gov/hiedu/aemrc/booksdownload/compemmgmtbookproject/ https://training.fema.gov/hiedu/aemrc/booksdownload/compemmg...) is also quite interesting, as it compares the emergency management practices of about 30 different countries.
