The incident with the UI (where we suggested using gcloud temporarily) was opened in https://status.cloud.google.com/incident/container-engine/18005 https://status.cloud.google.com/incident/container-engine/18..., but then what sure looks to me like the same incident was closed in https://status.cloud.google.com/incident/container-engine/18006 https://status.cloud.google.com/incident/container-engine/18.... My working assumption is that 18006 should have closed out 18005. But now it sounds like there's a different issue, which we're working to get to the bottom of.
