Laravel. It's PHP and (assuming you know Laravel) you can get a it up in minutes. It's development time is as fast as Rails. I'm not taking any chips from Rails. Rails was the first and is still one of the best. Just pointing out that there are other frameworks that are designed to move to production fast.
