Not the heat map of surroundings, but the map of routes taken by people, especially when it's not anonymised due to getting overlapped by other data, can surely be considered as personal data. Like in this case, it's with soldiers patrolling remote areas. I guess the devs who made this heatmap forgot that one should remove data when there is not enough info to anonymise it by virtue of aggregation.(overlapping of multiple paths in this case). What I was suggesting is that people should care about who gets to see the data they generate and try to minimise the count. btw I didn't understand what you meant in the second sentence.
