That actually makes a lot of sense. Since WatchOS spends most of its time syncing to other devices its a pretty natural choice. I suspect the main reason they did that was to avoid exposing the secure enclave directly to macOS. For all the people calling this out as a hack I would counter that it is actually an example of elegant code reuse.
