Personally I pick clojure by default. Clojure is a wonderful LISP that runs on the JVM which means there is all the libraries you need. If I can't pick clojure, I gonna pick C because C works everywhere too and has all the libraries you need too. C is not functional but it is imperative and pretty damn simple.
