  Probably not. That would be absurdly low. The only people I know who purposely abstain from it are the (rather few) hyperreligious students or those with things like bipolar disorder. In my experience (at a pretty intense school), 1 in 6 wouldn't be surprising if they mean "at least once this semester" or something similar.
