You can always go for the Samsung S3C SoC which loads 4kB of code from NAND flash. Now if you ask me whether the loading is software in a certain boot rom internal to the chip or hardware logic I don't know. You can also try Texas Instruments chips too but I think the initial bootup starts from a ROM.
