possibly, but most parents I know would clean up after their toddlers immediately in a bathroom that isn't in their own home. Maybe if the child is old enough to go by himself, but that didn't seem to be the case here. On the other hand, I've dealt with landlords who wouldn't even hesitate to use (abuse?) the power to throw someone out to get negotiate something like that. purely anecdotal.
